VILLAGE GOVERNMENT ROLE IN PROMOTING THE RIGHTS AND OBLIGATIONS OF CITIZENS Randi Setia Nugraha

Abstract
This study aims to determine the role of village government in fostering the rights and obligations of citizens, in particular how the village government to build the participation of villagers. The approach in this study used a qualitative approach with descriptive method. Samples were obtained by using purposive do with taking people chosen by the researchers based on specific traits possessed. The informants are the village chief, the village secretary, chairman of BPD, BPD Deputy, Community Leaders. Data collection techniques used were interviews, literature study, observation, and documentation. The data analysis technique used is data reduction, data presentation, and data verification. The results of this research, it is known that the role of village government in fostering the rights and obligations of citizens in the village Cisaat realized by recognizing the philosophical earth pasundan that penance grindstones, penance compassion and reparation custody, because by understanding the meaning of the philosophical, residents will be involved and participate in activities village.
